As Cappadocia University, we are very much honored to publish this important contribution to the literature. The author, Professor Ruşen Keleş is the leading academician and intellectual of our country who raised generations of public administrators. This volume collected his articles written in English and is the only major source through which English-speaking readers can reach this rich collection. This field of urban, environment and local government has been a major topic throughout the last 200 years of Turkish modernization efforts. As the urbanization rapidly continues it will stay as important as it was in the past. Ruşen Keleş was born in Trabzon in 1932. He graduated from Ankara University, Faculty of Political Sciences and Faculty of Law. He became associate professor in 1965 and professor in 1971. He was the dean of the Faculty of Political Sciences for two terms (1971-1975). He has been a researcher and visiting professor at various universities in the USA and Japan. He gave lectures on urbanization, local administrations, urban politics, environment and housing policies at Ankara University, METU, TODAIE, Bilkent University, and Eastern Mediterranean University. He has many books and articles published in various languages.
